Ken got his nickname "Storm" for his uncanny ability to be outside when a storm occurs. It was the same ability or curse that caused the unfortunate accident that caused him to end up as the working dead. He is still out there, part of the Working Dead, calling out when he sees the forecasted RAAAAAIN.
